About Judge Luis Perez-Medina
A Life of Service, Fairness, and Judicial Integrity
Judge Luis Perez-Medina has dedicated his life to public service, fairness, and equal access to justice. He has proudly served as a Miami-Dade County Court Judge since 2018, presiding in the Civil Division and handling small claims, landlord-tenant matters, and county civil disputes.
Born in Havana, Cuba, Judge Perez-Medina experienced firsthand what it meant to live without due process or fundamental rights. His family fled a totalitarian regime when he was eight years old, ultimately settling in Miami. Growing up in Miami’s public schools, he learned early the value of liberty, opportunity, and the rule of law — principles that continue to guide his work on the bench.
Judge Perez-Medina worked full-time while attending FIU Law at night, graduating number one in his class. Before becoming a judge, he served the community for many years as a prosecutor, felony division chief, and public corruption prosecutor.
Since taking the bench, Judge Perez-Medina has earned a reputation for fairness, diligence, preparation, and respect toward all who appear before him. He has consistently managed one of the county’s heaviest dockets, resolving cases efficiently while ensuring every litigant has a full and fair opportunity to be heard.
His judicial philosophy is simple:
Apply the law as written. Protect constitutional rights. Treat everyone with dignity and respect. Ensure justice is accessible, fair, and impartial.
These principles are rooted in his early experiences — witnessing a society where such protections did not exist — and in his deep gratitude for the freedoms that define American democracy.
Judge Perez-Medina remains active in the legal community, participating in bar association programs, educational events, and charity initiatives supporting access to justice.
He has been married to Isabel De Quesada since 1987, and they have two grown daughters. Family, faith, and service to community remain at the heart of his public life.
